The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Job Description



Under the general direction, the Wharfinger is responsible for an assigned area and industry grouping of the Port’s maritime facilities and industries.

The essential functions of this position include but are not limited to: 

  • Conducts daily patrols of piers and wharves, monitors assigned area to ensure compliance with Port and government laws, regulations, safe practices, vessel berth assignments, and agreements.
  • Records berth occupancy status and transient berth activity.
  • Initiates and collects, as necessary, billing for dockage, wharfage, storages, and related use fees.
  • Maintains and updates vessel files, monitors and maintains logs for contract security providers, water quality reporting, recycling, and spill/debris inspections.
  • Performs regular inspections of facility conditions.
  • Generates reports for incident/damage cases, monitors maintenance and repair work requests.
  • Maintains contract with the public, tenants, government agencies, and Port staff.
  • Operates harbor patrol boat, pump-out oat, dewatering pumps, and bilge discharge treatment equipment.
  • Climbs vertical ladders above and below piers, works around and over the waters of SF Bay; maneuver aboard vessels; performs basic mooring-line handling.
  • Responds to emergencies.
  • Prepares and maintains marine terminal agreements, leases, and permits for use of Port maritime properties.
  • Initiates work orders and capital project requests.
  • Investigates damage to Port property and/or claims against the Port; negotiate settlements.
  • Devises solutions to problems that arise at maritime facilities and properties; serves as liaison between Port police, contract security, and maritime customers; supports safe and efficient business operations.

Nature of Work

This is a field-oriented position with extensive contact with the public, other city and government agencies and Port tenants. The nature of the job requires the ability to: operate the harbor patrol boat, pump out boat, dewatering pumps and bilge discharge treatment equipment; climb vertical ladders above and below piers, retain confidence working around and over the waters of the bay; maneuver aboard vessels and perform basic mooring line handling; and moderate lifting (up to 25 lbs). The position is designated for emergency response responsibilities. Regular work shifts may include night and weekend shifts and working under adverse weather conditions.

Qualifications



Education:

Possession of a Baccalaureate degree from an accredited college or university.

Experience:

Four (4) years of experience at a port, terminal operating company, or shipping company performing duties needing extensive knowledge of marine shipping practices, tariffs and port terminology.

License and Certification:

Possession of a valid California driver license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

Substitution:

Additional experience as described above may be substituted for up to two (2) years of the education requirement on a year-for-year basis. One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.

Notes

Incumbents appointed to positions in class 9357 Wharfinger will be required to obtain and provide verification (proof) that they possess the following certifications within six (6) moths of hire. Failure to meet this requirement may be basis for termination of employment.

  • Possession of a Standard First Aid (SFA) Certificate.
  • Possession of a Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) certificate.
  • Transportation Worker Identification Credential (TWIC) card

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the

required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for this position and include, but are not limited to: knowledge of laws, regulations and procedures related to management of the maritime industries including tariffs and rates; principles of file and record keeping; basic accounting principles; environmental best practices for harbors including first responder responsibilities and reporting for spill events; basic seamanship including safe mooring practices, vessel types and towing procedures; basic pier structures, utilities and fixtures in preparation of repair work requests; and ability to develop effective working relationships with all facets of the maritime industry as well as with other divisions at the Port; identify problems and recommend and coordinate solutions as necessary; operate a personal computer to perform such functions as data entry and e-mail, to generate spreadsheets, and to use other word processing software; write various types of correspondence and documents clearly and concisely; speak clearly, concisely and effectively to individuals and/or groups.

A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be  twelve (12) months  and may be extended with the approval of the Human Resources Director. 

Certification Rule: 

The certification rule for the eligible list resulting from this examination will be  Rule three (3),  pending approval from the union for an expanded certification rule.
