DUTIES AND RESPONSIBILITIES:

This position serves as a gatekeeper for the Department’s data and requires the ability to identify and communicate data driven insights that allow managers, stakeholders, and other executives to make strategic business decisions. The duties and responsibilities of this position encompass data analysis and evaluation, program analysis and evaluation, and providing consultation and subject matter expertise regarding trends and patterns impacting programs managed by the Department. At a high-level, the Department manages programs funded at the federal and state level to include but are not limited to: the Older Americans Act, State General Revenue, and other programs funded by the Florida Legislature.

Other duties of this position include but are not limited to the following:

  • Mining data from primary, secondary, and tertiary sources for federal, state, department program reporting and ad hoc data requests.
  • Creating and maintaining SSRS reports in eCIRTS case management system
  • Creating client rosters and maps for disaster preparedness
  • Collaborating with IT staff, program staff, and Department leaders to identify opportunities for process improvements, recommend system modifications, and contribute to the development of policies for data governance
  • Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary
  • Utilizing data analytics tools and techniques to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Knowledge and experiences in utilizing SQL (Microsoft and Oracle)
  • Ability to deconstruct, write and execute SQL scripts
  • Knowledge and experiences in utilizing ArcGIS and similar mapping tools
  • Knowledge of Microsoft Power BI and similar business analytics/visualization tools
  • Proficiency in data analysis and evaluations
  • Proficiency in program analysis and evaluations
  • Ability to organize complex data into business-centric and user-friendly formats for presentations and written materials
  • Ability to demonstrate effective communication and interpersonal skills
  • Ability to develop recommendations for improving programs and services
  • Ability to establish and maintain effective working relationships with others
  • Ability to solicit and accept feedback and critique
  • Ability to participate in knowledge sharing
  • Ability to work both independently and collaborate on shared projects with others

 

REQUIREMENTS:

  • At least four years of academic and/or professional experience in data analysis and evaluation and program analysis and evaluation.
  • A bachelor's degree from a college or university is required – degree focus: Data Analysis and Statistics, Computer Science, or similar area(s);
  • A master's degree from a college or university is preferred and can substitute for one year of the required experience – degree focus: Data Analysis and Statistics, Computer Science, or similar area(s).
