Department: APPRAISER

Pay:   $19.53 Per Hour

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.

Personal Property Appraisers are responsible for discovery, listing, and valuation of personal property accounts in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

 

Annual valuation and asset maintenance.

  • Research, analyze, and interpret personal property, including Commercial and Industrial Machinery and Equipment (CIME), trucks/trailers, watercraft and leased equipment as required by Kansas law.
  • Conducts research to correct problems with property owner renditions.
  • Values non-reported Personal Property and discovers, lists and values new personal property for current and future years using mass appraisal tools and techniques.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.
  • Follow and comply with the annual PVD Personal Property Guides.

 

Annual property appeals.

  • Conduct informal equalization and payment-under-protest appeal meetings by defending values.
  • Conduct Board of Tax Appeal (BOTA) small claims hearings by defending values.
  • Process results and change orders.
  • Make valuation adjustments for previous years if needed.

 

Customer Service

  • Communicate verbally and in writing with property owners, other jurisdictions, and internal county offices to answer inquiries.
  • Provide information to property owners per the Kansas Open Records Act and PVD Guidelines.
  • Monitor the personal property division’s email account.
  • Assist property owners in person with any personal property questions as needed at the front desk.

 

Minimum Qualifications: High school diploma or equivalent. Two years of experience in administrative support or customer service in a professional office environment. Must successfully pass the following courses within three years of hire date: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Kansas Personal Property Valuation and Assessment, Orion Introduction and Overview of Basic Functionality. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

 

Preferred Qualifications: Two years of mass appraisal experience. Associate’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Have one or more of the following professional designations: Registered Mass Appraiser (RMA), Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), or Assessment Administration Specialist (AAS).
