This position is located in the Veterans Services department of the Veterans Home of California - Ventura, Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) is responsible for leading the Reimbursements Unit by ensuring applicants, residents, and their responsible parties are advised of and maintain the maximum insurance coverages as required by law, regulation, and policy; assessing applicant and resident financial information for assessment of fees; overseeing the Month-End preparation of billing process, utilizing the electronic financial system by identifying and analyzing pre-billing data, correcting errors, coordinating as a liaison with the Headquarters Medical Billing Unit, and developing desk procedures and training materials. Responsible for analyzing and monitoring the insurance coverage of the residents and the occurrences of Medicare Part-A covered stays; producing applications for benefits including the preparation and oversight of the Medi-Cal Treatment Authorization Requests (TAR) for nursing facility admissions; and maintenance of Medi-Cal, Medicare or third party. Responsible for the oversight of collecting and analyzing resident financial records for accurate assessment of resident fees and tracking delinquent fees. Must be able to comprehend and apply specific laws, rules, and policies governing the California Veterans Homes and the Medicare and Medi-Cal programs. Provide expert-advocated service to residents to maximize reimbursements.

Working Conditions

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

  • Successful completion of a live scan and a pre-employment physical (including drug testing for certain civil service classifications) will be required.
